The project must be recognized as a cultural product.
It is sufficient that the project is defined as a cultural product in the country of origin of the main producer.
For applicants with a main producer from a country without a competent authority for such approval, the Norwegian Film Institute, Zefyr Media Fund or Western Norway Film Fund will make an assessment of whether the project is a cultural product.
For grants from the Norwegian Film Institute, the project must qualify through a cultural test, which includes quantifying creative and technical contributions from Norway.
For grants from Mediefondet Zefyr and Western Norway Film Fund, as a general rule, the Norwegian minority producer must be based in the region.
