Early Stage Development Support

Western Norway Film Fund provides grants for early-stage game development. The premise is that the support should be the first step in developing the game concept, up to a playable demo.

Our grant schemes are based on regulations for grants for the development, launch and dissemination of computer games. Please read the regulations before applying .

Grants under this provision are intended to stimulate the development of a broad and varied range of Norwegian games within different genres and for different target groups. The scheme is intended to promote games as a cultural expression, and contribute to the development of original and innovative games that maintain high artistic value and content quality.

The scheme is intended to encourage Norwegian gaming to reach its audience, both nationally and internationally, and to contribute to the Norwegian public gaining access to gaming in Norwegian.

Applications are considered with an emphasis on storytelling and the visual concept.

    • The applicant must be a production company established in Norway and have its main operations in Vestland or Møre og Romsdal counties.

    • The company must be registered in the Norwegian register of entities or enterprises.

    • The company must have audiovisual production or production of computer games as its main purpose.

    • The applicant must document satisfactory financial, professional and practical ability to carry out the project and be responsible for the project's accounts.

    • Key workers in the project must collectively have sufficient professional experience to carry out the project.

    • The company cannot have the public sector as the main owner, or have significant commercial ties to the primary platform for the project.

  • Support can be applied for for the development of games and interactive productions in the early phase (until a playable demo is available).

    The project must meet 3 out of 4 requirements in the culture test, cf. forskrift om tilskudd til utvikling, lansering og formidling av dataspill :

    • The design document or literary material is originally written in Norwegian or Sami.

    • The computer game is in Norwegian or Sami language.

    • The project focuses on Norwegian language, culture and history, or themes that are relevant to a Norwegian target group.

    • The computer game has a significant contribution from authors or performers resident in Norway or another EEA country.

    • Design document.

    • Budget by template.

    • Financing plan.

    • Progress schedule

    • CVs for key personnel

    • Confirmation that you have the rights to carry out the project

    • If the same project has been applied for in this scheme more than twice previously, an overview of the substantial changes that have been made to the project since the previous application must be submitted.

    • The maximum grant from Western Norway Film Fund and other public grant providers shall not exceed 50 per cent of the development costs.

    • If the computer game is a narrow audiovisual work, the maximum total public subsidy shall not exceed 75 percent of the development costs. (See “What you can get in subsidies”).

    • For grants over NOK 200,000: Name of registered accountant. For grants over NOK 500,000: Name of state-authorized auditor.

    • Applications for Western Norway Film Fund must be sent via RegPortal .

    • You must first create a user profile on RegPortal with Bank ID. You can then fill in and send your account for approval by Western Norway Film Fund .

    • Once your account with RegPortal has been approved, you can go ahead and submit your application.

    • We encourage everyone to familiarize themselves with RegPortal well in advance of the application deadline.

    • In order to be approved as an applicant by Western Norway Film Fund, the CEO, or your company's contact person in the Brønnøysund register, must register on RegPortal.

    • If several people are to use RegPortal from the same company, the CEO approves "her/his" people in the system.

    • NB: You can submit the application while waiting for approval.

  • The maximum total public subsidy for the development and launch of computer games is 50% of approved, recorded development and launch costs. This applies to the total for Western Norway Film Fund and other public grant-makers.

    If the computer game is a narrow audiovisual work, the maximum total public subsidy for development and launch is 75% of approved, recorded development and launch costs.

    A narrow audiovisual work is a computer game that meets at least one of the following criteria:

    • Norway as the primary market.

    • More than 50 percent Norwegian or Sami dialogue.

    • The computer game is clearly artistic in nature.

    • The video game uses an experimental or innovative narrative language.

    • The computer game focuses on Norwegian culture or history.

    • The computer game is an original work aimed at children and young people.

    • Our production advisor registers and approves the applications and checks the formal requirements.

    • The film and game consultant and production advisor then process the application, and may ask applicants for updates and possible clarifying meetings.

    • During this period, the applicant can request a meeting with the film consultant.

    • The film and game consultant then gives their assessment, and together with the general manager, they prepare a recommendation for the board of the West Norwegian Film Center.

    • The board makes the final decision. All applicants are notified of the outcome, before we publish the decision on our website and in our newsletters.

  • Western Norway Film Fund We prioritize high-quality projects with a strong regional focus, and we emphasize the developer's ability to execute. We may also prioritize projects that demonstrate artistic courage and originality to a particular degree, as well as projects that contribute to diversity and improve gender balance.

    Applications are assessed and prioritized according to :

    a) the artistic quality and market potential of the project

    b) the applicant's professionalism and ability to execute

    c) that the grant funds as a whole shall contribute to

    1. games in Norwegian (Bokmål and/or Nynorsk) or Sami for children and young people

    2. gender balance and inclusion, diversity and representativeness in the production, content and audience levels

    3. Prioritize focus areas or considerations determined by the ministry or grant administrator

    4. projects that can contribute to the development of talented professionals in the computer games industry

    5. to build on the purpose of the grant

    • Requests for payments must be sent as an EHF invoice.

    • NB: VAT is not to be added to the invoice.

    • Development support is paid in two installments. Installment 1 is 70% of the support amount, installment 2 is 30%.

    • Accounts under NOK 200,000 are not subject to audit. In these cases, the accounts must be signed by the general manager of the company and the relevant manufacturer.

  • Decisions made by Western Norway Film Fund can be appealed in accordance with Forvaltningsloven. The deadline for appeal is 3 weeks from the time you were notified of the decision.

    Vestnorsk Filmsenter's board is the first appeal body. The final appeal body is the Media Appeal Board (Medieklagenemda) .

    The complaint must be in writing and include:

    -Reference to the decision being appealed

    -Reason for the complaint

    -Changes that are desired

    -Date and signature

    Complaints are sent to Western Norway Film Fund's Board of Directors (post@vestnorskfilm.no). The Board can reverse the decision, cf. Forvaltningsloven Section 33. If the decision is upheld and the complaint is rejected, the board prepares the case and sends it to Medieklagenemda for further processing.
