Location Scouting

Looking to shoot in Western Norway? We will get you started.

We can help you identify opportunities in Western Norway for international and incoming productions, and can provide grants for location tours and feasibility studies for features, series and docs.

The support program has a fast turnaround time.

Production companies, location scouts and service providers based in Vestland and Møre & Romsdal can apply directly. Companies from outside the region can apply if a location scout or other key personnel from the region are on board the project. We encourage applicants to get in touch with the film commission before submitting an application.

The application form can be found below.

    • As a general rule, the applicant must be an enterprise (AS, ENK, etc.) with its main operations in Vestland or Møre og Romsdal counties.

    • The company cannot have the public as its main owner, or have significant commercial ties to the project's primary distribution platform.

    Exception:

    • Companies that are not registered in Vestland or Møre og Romsdal may be considered for funding if the project involves crew from the region.

    • International and national feature films, drama series and documentaries with potential for filming in Møre & Romsdal or Vestland.

    • The main producer must have produced at least one film or series in wide distribution within the last 5 years.

    • The project must be on track to be fully financed.

    • Scouting plan and budget.

    • Information about potential locations or production facilities.

    • If available: Script and/or location references.

    • Names of key functions, such as main producer, director, script and photography.

    • Location scouting costs in Vestland and Møre and Romsdal county municipalities, including:

      • Accommodation in Møre og Romsdal and Vestland for key personnel.

      • Transportation costs for key personnel.

      • Fee for location manager or location scout (up to 5 days).

    • Initial budgeting, research etc.

    • The maximum amount of support is NOK 100 000 for projects with extensive location scouting requirements. The support amount will normally be less.

    • Productions that have received production or development support from the Norwegian Film Institute, regional funds or film centers will only in exceptional cases be considered for support.

    • The funding program has no application deadline, and applications will be considered on an ongoing basis.

    • Applications are submitted using the form on this page.

    • Applicants are encouraged to contact the film commission before submitting an application.

    • Applications are assessed by the Film Commissioner in consultation with the CEO, and reported to the Board of Directors as briefing matters.

    • Applications are processed on an ongoing basis.

  • Applications are assessed based on the following criteria:

    • The likelihood the project will be fully financed - and shot in Western Norway.

    • The project's potential value creation, contribution to the development of the film industry in the region, and to the visibility of Western Norway.

    • Projects that have tentative interest from a co-producer or service producer in the region.

    • Requests for grant payments must be sent as an EHF invoice.

    • NB: VAT is not to be added to the invoice.

    • The location scouting grant is normally paid as a refund against a written report.

  • A brief report must be submitted together with a payment request:

    • List of locations that have been scouted.

    • Receipts for approved costs.

    • Location scouting photos, if available.

  • Decisions made by Western Norway Film Fund can be appealed in accordance with Forvaltningsloven. The deadline for appeal is 3 weeks from the time you were notified of the decision.

    Vestnorsk Filmsenter's board is the first appeal body. The final appeal body is the Media Appeal Board (Medieklagenemda) .

    The complaint must be in writing and include:

    -Reference to the decision being appealed

    -Reason for the complaint

    -Changes that are desired

    -Date and signature

    Complaints are sent to Western Norway Film Fund's Board of Directors (post@vestnorskfilm.no). The Board can reverse the decision, cf. Forvaltningsloven Section 33. If the decision is upheld and the complaint is rejected, the board prepares the case and sends it to Medieklagenemda for further processing.
