Grants and skills development initiatives

Western Norway Film Fund can provide support for participation in courses, markets and financing forums, recruitment and internship grants. We can also support initiatives that boost the development of skills and network in the regional audiovisual industry.

Applications are processed on an ongoing basis. Priorities and commitments will at all times depend on the center's available grant funds, and are seen in the context of the center's other schemes and priorities. In the event of high demand, grants for measures that strengthen the development of specific projects that have received support from Western Norway Film Fund will be prioritized. Mentoring grants and courses for personal development may be given lower priority in this context.

    • Applicants must be resident and have their main work in the film and games industry in Vestland or Møre og Romsdal counties.

    • Initiatives that strengthen the applicant's skills, professional development and networks.

    • Initiatives that strengthen a project's financing or distribution strategies.

    • Travel support to relevant film markets, pitching forums and the like.

    • Support for participation in seminars and courses, virtual and physical.

    • Trainee, recruitment and mentoring stipends.

    • Projects that provide skills development for the film or games industry in the region, or projects that enhances the regional industry's international outreach and network.

    • Courses or scholarship for students enrolled in higher education.

    • Trips with the sole purpose of awarding or receiving an award.

    • Translation of scripts for participation in courses or workshops.

    • Initiatives that are normally part of a film project's development or production phase.

    • Initiatives that have received support from NFI or other regional film funds.

    • Travel support to festivals for films that have received launch support from the Norwegian Film Institute.

    • Grants for ordinary operation of festivals or similar.

    • CV

    • The goal of the travel (name of festival, course, market, etc.)

    • Brief description of the purpose of the participation

    • Destination

    • Start date

    • End date

    • Attachments outlining the content and activities of the forum/program/travel, and expected effect/result.

    • NB: For festival participation, the attachment must also contain a launch plan, as well as a statement on why the festival is prioritized and important for your professional development.

    • Confirmation of participation / accreditation.

    • Application amount

    • Budget and financing plan showing the total costs and financing of the measure, other sources of financing, including self-financing.

    • Costs can cover participation fees, cost-effective travel and accommodation for up to 3 days (exceptions can be made for programmes that span a longer period of time)

    • Documentation from the organizer about any costs covered by the host must be attached. We assume that the applicant covers part of the costs through self-financing.

    • Diet is not covered.

    • In cases where it is believed that the activity requires more than one person to participate and consequently participation is requested for several people, we ask for a separate justification for this.

    • Otherwise, all other required fields in RegPortal must be filled in

    • CV for applicant.

    • CV or similar of mentor / partner.

    • Brief description of what the stipend will be used for.

    • Project description (must include the purpose, motivation and academic justification for the grant, as well as the choice of partner and expected effect/result. Include specific activities that are included in the grant period).

    • Progress plan with start and end date for the trainee or mentorship period.

    • Agreement/letter of intent (agreement made with another party if this exists at the time of application. In the case of a possible grant, the agreement must be presented when accepting the grant).

    • Application sum.

    • A budget and financing plan showing the total costs and financing of the initiative, other sources of financing, including self-financing, must be highlighted in the financing plan. Costs may cover the purchase of own working hours/fees for mentors and travel/accommodation in the cheapest way.

    • We expect the applicant to cover part of the costs through self-financing.

    • Diet is not covered.

    • All other required fields in RegPortal must be filled in.

    • Project Description: Content and activities, purpose and target group, expected effect/result.

    • Information about the applicant's background and experience with similar initiatives or events.

    • Description of the applicant/organiser and its partners.

    • Progress plan.

    • Budget and financing plan showing all costs and all sources of funding, including self-financing.

    • All other required fields in RegPortal must be filled in.

    • Applications must be submitted via RegPortal.

    • Western Norway Film Fund only processes applications submitted through the portal.

    • Applications are processed on an ongoing basis. The application deadline is no later than three weeks before the project starts.

    • Exceptions may be made to the application deadline in cases where the participation/selection for a festival etc. was made less than three weeks before.

    • You must first create a user profile on RegPortal with Bank ID. You can then fill in and send your account for approval by Western Norway Film Fund .

    • Once your account with RegPortal has been approved, you can go ahead and submit your application.

    • We encourage everyone to familiarize themselves with RegPortal well in advance of the application deadline.

    • In order to be approved as an applicant by Western Norway Film Fund, the CEO, or the company's contact person in the Brønnøysund register, must register on RegPortal.

    • If several people are to use RegPortal from the same company, the CEO approves "her/his" people in the system.

    • NB: You can submit the application while waiting for approval.

    • Applications are processed continuously and within 3 weeks.

    • Applications are processed administratively by the industry manager in consultation with the general manager, and are reported to the Board as information items.

    • Priorities and commitments will at all times be dependent on the center's available grant funds, and will be seen in the context of the center's other schemes and priorities.

    • In the event of high demand, grants for measures that strengthen the development of specific projects that have received support from Western Norway Film Fund will be prioritized. Mentoring grants and courses for personal development may be given lower priority in this context.

    • In case your application is successful, you will receive a grant contract and other information about payment and reporting through RegPortal.

    • Requests for payments must be sent as an EHF invoice.

    • For participation in funding forums, markets, festivals, etc. the grant amount is paid in full.

    • Grants for other measures are paid in two installments (70/30).

  • Decisions made by Western Norway Film Fund can be appealed in accordance with Forvaltningsloven. The deadline for appeal is 3 weeks from the time you were notified of the decision.

    Vestnorsk Filmsenter's board is the first appeal body. The final appeal body is the Media Appeal Board (Medieklagenemda) .

    The complaint must be in writing and include:

    -Reference to the decision being appealed

    -Reason for the complaint

    -Changes that are desired

    -Date and signature

    Complaints are sent to Western Norway Film Fund's Board of Directors (post@vestnorskfilm.no). The Board can reverse the decision, cf. Forvaltningsloven Section 33. If the decision is upheld and the complaint is rejected, the board prepares the case and sends it to Medieklagenemda for further processing.
